You are all no doubt familiar with the Vukovar Water Tower, as it has become the very symbol of the siege of that city, and indeed the Croatian Homeland war itself.

I would just like to talk about the history of the Tower, and especially its future, as it is now to be converted into a memorial centre.

Before the war, Vukovar was a prosperous historic Croatian town.  As well as Croats, Serbs and others peacefully lived in the city.  In their quest for a Greater Serbia, Serbian and Yugoslav forces placed the city under sustained attack from August 1991.  They bombarded the city with artillery, tanks and fighter aircraft for three months.  With only a couple of thousand defenders, Vukovar defended itself against vastly superior forces. It fell on 18 November.

There then followed many crimes against humanity. Many prisoners were taken to concentration camps in Serbia. Sexual violence was perpetrated against women. Infamously, patients from the Vukovar hospital were taken to Ovcara where they were massacred.

There was much heroism from Croatian defenders. Heavy losses were imposed on the aggressors, which no doubt prevented them from taking even more territory in Croatia. Terrible images of the destruction can be seen in photographs and film and footage from the time, much of which is available on the Internet.

The city had been reduced to rubble. However, the Water Tower, whilst severely damaged, still stood.

It was constructed in the 1960s by the company Hydrotechna Zagreb, to a design by a company called Plan. It stood 50 metres tall and was able to contain some 2200 cubic metres of water. Up until the war it also housed a restaurant.

During the war, the tower took aver 600 hits from Serbian artillery, but remained standing. During the war, the Croatian flag on it was destroyed. Showing the spirit of the town, two defenders, Ivica Ivanika- who was later killed – and Hrvoje Dzalto climbed the tower to replace the flag with a new one.

It is also worth mentioning that there is an Old Water Tower too, which also took fire during the war. The Old Water Tower was built in 1913. That too, remains standing and is due to be turned into an information centre.

Returning to the new Water Tower, a lot of Vukovar has been rebuilt since the war, including the area in the immediate vicinity of the tower. Plans have been announced to restore the water tower. The restoration will not see the tower revert to its original function, but instead it will be converted into a memorial centre which will commemorate the pain, suffering and heroism the citizens of the town went through.

People will be able to enter a lift to a memorial room at the top of the tower. The centre of the memorial room will feature a large screen showing footage from the war. From the plans we can see that the artillery damage will be preserved, the holes being covered by a glass wall shielding the memorial room. There will also be an observation point at the very top of the tower. There is a website (http://vukovarski-vodotoranj.org/) which has an animation of how the tower will look when the reconstruction finishes. There will be information at the memorial centre about the war and what happened in Vukovar.

The project will cost around 31 million Kuna – that’s about 4.1 million Euros.  It comes under the auspices of Croatian President Kolinda Grabar Kitarovic.  Donations have been given by Croatian counties, cities, companies and citizens. There have been fund raising activities for it around the world.  A golf tournament in Canada organised by the Canadian Croatian Chamber of Commerce. The Croatian – Australian newspaper Hrvatski Vjesnik organised two fund musical fund raising evenings in Sydney and Melbourne. A concert in Ban Josip Jelacic Square in Zagreb earlier this year raised over 1.1 millon Kuna.  The reconstruction should start in spring and take 1 and ½ years to finish.

The effort to raise money for the Tower also has a symbolic purpose of unifying the Croatian people. The Mayor of Vukovar, Mr Ivan Penava in launching the project, said: “Vukovar Water Tower should be a permanent reminder of our unity in the past, and of the strength and achievements of Croatian defenders in the defence of Vukovar and Croatia.  It should be representative of our country’s future, which can only be strong and successful if we follow the path of unity demonstrated during the creation of the Croatian state.”

This is a hugely worthwhile project, which will help preserve the memory of what happened for future generations of Croatians and for visitors from around the world. It deserves our support.

Vukovarski Vodotoranj

Visok 50 metara i obujma oko 2200 prostornih metara vode.
